Minutes of the General Membership Meeting of the Westmoreland Association Inc.

November 20, 2006

The meeting was called to order at 8:05 P.M. by President Walter Mugdan. The reading of the minutes of the September 18, 2006 meeting was waived. Treasurer Gary Savage gave the Treasurer�s Report. A motion was made to accept that report. The motion was seconded and the report was unanimously approved.

Old Business:

R2A Re-zoning.

Since the September meeting, a hearing was held at the Borough President�s office on Thursday, September 21, 2006. Westmoreland Association was represented by Walter Mugdan and Vice President Sheldon Rosenblum at this hearing; both testified on behalf of the proposal. On October 13 the Borough President issued her recommendation. She endorsed the R2A re-zoning proposal, but adopted the Community Board 11�s recommendations for certain revisions to the original proposal. The Borough President�s recommendations, like the Community Board�s, are advisory.

On October 25, 2006 the NYD Department of City Planning held a hearing on the proposal. Walter Mugdan testified in support.

The final step in the re-zoning process is the City Council, which is expected to hold its hearing in December.

New Business

As we have done in the past, the Association is encouraging residents to apply to the City for new street trees to be planted in front of their homes, where space allows. The City will provide such trees free of charge, though the waiting time may be one to two years. A form to request planting of a street tree was printed on the back of the meeting announcement and can be returned to Walter Mugdan or directly to Community Board 11.


The meeting was adjourned at 9:00 PM.
